I. General information
The Organisation for the Development of Small and Medium-sized Enterprises (ODSME) aims to improve the implementation capacity of the Digital Transformation of SMEs programme. The Digital Transformation Programme for Small and Medium-sized Enterprises aims to recover and increase its economic capacity by integrating digital technologies, creating new business models based on increased connectivity and harnessing the potential of innovation.
The digitalisation of SMEs proposes to support the transfer of technology and the digital development of small and medium-sized enterprises in order to exploit their innovative potential, including facilitating their access to internal and external markets.
The aim of the Digital Transformation Programme for Small and Medium-sized Enterprises is to recover and increase their economic capacity by integrating digital technologies, creating new business models based on increased connectivity and harnessing innovative potential.
The Digital Transformation Programme for SMEs was adopted by Government Decision No 129/2022 for a period of 36 months, with the possibility of extension on the basis of the additional financial means available. Find out more about the SME Digital Transformation Programme here.

II. Purpose
The senior specialist joins the ODIMM Programme Implementation Department to support the development, management and implementation of the Digital Transformation Programme for SMEs. Its roles will be to:
participation in the implementation of the Digital Transformation of SMEs programme;
advising small and medium-sized entrepreneurs on developing and diversifying high value-added products/services and adapting them to international standards;
providing support to small and medium-sized enterprises in accessing finance for the application of innovative business models, the deployment of modern technologies to develop productivity and competitiveness, and integration into local and/or international value chains;
representing the institution in dealings with economic operators and in the event of delegation on matters falling directly within its competence, in accordance with the legislation in force,
— identify and ensure the negotiation process with potential partners to ensure the achievement of the objectives of the programme;
submitting proposals for the development and innovation of programmes/instruments under the leadership of the implementing unit;
examining and evaluating applicants for financial support in strict compliance with national regulations;
coordinating and updating the beneficiaries’ database, etc.

The Employee will work under direct supervision and report to the Programme Manager. After the probationary period, the employee will undergo a performance evaluation using an individual standard ODIMM performance evaluation form.

Qualifications:
Bachelor’s degree in Economics, Informatics, Engineering, Telecommunications, Business Administration;
Proven experience in IT project management in the public or private sector;
Familiarity with software development lifecycle, enterprise architecture, cloud computing and ABP concepts;
Excellent written and spoken communication skills in Romanian. Knowledge of English would be a strong advantage;
Knowledge of digital solutions for SMEs;
Excellent time, team, meeting and conflict management skills;
Strong self-organisation and planning skills;
Autonomy and capacity to work with minimum supervision;
Experience in mentoring and business consulting will be considered an asset.

Duties of the position:
participate in the implementation of the SME Digital Transformation Programme;
advise small and medium-sized enterprises in their development and diversification of higher value-added products/services and their adaptation to international standards;
support small and medium-sized enterprises in accessing finance for the application of innovative business models, the deployment of modern technologies to develop productivity and competitiveness, integration into local and/or international value chains;
identify and ensure the negotiation process with potential partners to ensure the achievement of the Programme’s objectives (deployment of digital solutions);
submit proposals relating to the development and innovation of the programmes/instruments under the management of the implementation unit;
examine and assess the strict classification of applicants for financial support in strict compliance with legislative acts and internal regulations;
coordinates the creation and updating of the beneficiaries’ database, etc.
