Eligible Project Categories

(Intervention Regimes)

Funding is structured into three distinct regimes, depending on the development stage of the industrial park:

Regime I

Establishment of new industrial parks
funding for the complete
cycle of establishment and
development of infrastructure.

Regime II

Development of partially developed industrial parks – expansion or modernization of infrastructure
in parks that already have legal status or completion of works already initiated.

Regime III

Consolidation and Optimization of
operational industrial parks
targeted funding for the optimization
of existing infrastructure.

Who can apply?

(Applicant Eligibility)

Eligible applicants are entities defined under Law No. 182/2010 (Article 6, paragraph 1, letters a, b, e):

central specialized bodies
of public administration

local public administration authorities,
including those of the Autonomous
Territorial Unit of Gagauzia

higher education
institutions

Eligible Expenditures and Investments

The Program provides non-reimbursable funding for the following direct costs:

Documentation

Preparation of Feasibility Studies and Project & Execution Documentation (PED)

Infrastructure

Construction works for utility networks (water, gas, electricity), access roads, wastewater treatment plants, and production or administrative buildings

Equipment

Procurement of equipment necessary for the operation of technical infrastructure

Funding Modalities

There are two main ways to access funding:

Call for projects (Competitive):
The primary method, based on a merit-based ranking (scoring) and allocation within the available call budget.

Direct funding (Selective):
Reserved for projects of strategic importance, initiated at the invitation of the Ministry of Economic Development and Digitalization (MDED) or through direct allocations under the state budget law.

Application Process Stages

  1. Preparation of the Concept Note: A concise strategic document presenting the project vision to the Implementation Unit (IU).
  2. Pre-selection: The IU reviews concept notes to identify feasible project ideas.
  3. Evaluation: Applications are assessed administratively and technically by experts and the Advisory Working Group.
  4. Approval: The Coordination Committee (CCP) approves the list of projects to be funded.
  5. Submission of the application: Submission constitutes the applicant’s direct intention to assume obligations in accordance with the regulated requirements and conditions.
  6. Signing of the Memorandum: The formal agreement between the IU and the selected applicant.

Duration and Implementation

Program duration: The Program implementation period is 40 months.

Project duration: Projects must be planned for implementation within a maximum of 36 months from the date of signing the memorandum.

Program extension: Extension is possible depending on progress achieved, interim evaluation results, and identified needs during implementation, based on decisions of the Program Coordination Committee (CCP).

Extension of project deadlines: In justified cases, an extension may be requested at least 45 days before the expiration date, with the final decision taken by the CCP.

Contracting: The IU conducts public procurement procedures for the required services and works.

  • Ensure that the project complies with the principles of efficiency, sustainability, and transparency, as these form the basis of evaluation.
  • Strictly observe the deadlines set in the call for projects to avoid administrative rejection.
