Programme aim:to make it easier for individuals to buy a home by taking out mortgage loans partly guaranteed by the state. 


The programme is national, applicable throughout the Republic of Moldova and has a social character, represented by the intervention of the state in the loan guarantee process.

The Organisation for the Development of Entrepreneurship (ODA) is delegated by the Government, through the Ministry of Finance, to issue guarantees in the name and on behalf of the State, in favour of creditors (financing banks), which grant mortgage loans to individuals for the purchase of a dwelling, accepted under the Programme.

In accordance with the provisions of Art. 6) item (2) of Law no.293/2017, we inform you that the maximum annual interest rate on new loans granted, which may be applied by banks in the period from 1 January 2024 to 30 June 2024, will constitute 7.63% per annum and is composed of:

  • Program reference rate published by the National Bank of Moldova for November 2023 (calculated as the weighted average interest rate on new deposits attracted in national currency with a term from 6 to 12 months) - in the amount of 4.38%;
  • Maximum margin of up to 3 p.p.;
  • Guarantee fee of 0.25% per annum of the loan balance, or 0.5% per annum of the state guarantee balance.


Applications for home purchase loans will be submitted directly to the Programme lenders.
