SMEs can cut energy bills by 25 %: ODA calls for energy communities and vouchers of EUR 20 thousand
29 April 2026, Chisinau – Organisation for Entrepreneurship Development, in collaboration with the Ministry of Economic Development and Digitalisation, calls for expression of interest in participating in the creation of Renewable Energy Communities (REC). The initiative gives organisations the opportunity to contribute to the energy transition and benefit from more efficient energy costs.
The call is aimed at small and medium-sized enterprises, in particular in the agri-food and trade sectors, as well as local public authorities and non-governmental organisations owning renewable energy production facilities. Participants are encouraged to work together to harness and distribute surplus energy to other consumers or entities in geographical proximity.
Three pilot communities will be selected under the call, each benefiting from a voucher worth EUR 20 thousand to identify technical solutions, provide legal and organisational support, assess initial potential, as well as access to specialised expertise and practical tools needed to develop the energy community.
Participation in a renewable energy community can reduce energy costs by around 25 %, while providing access to technical, legal and organisational support for the development and operation of these structures.
The period of application is from 29 April to 30 May, with registration completed by filling in online form.
The selection process includes two stages. As a first step, applicants fill in a short form assessed by an evaluation committee organised by ODA, in order to validate the interest of entrepreneurs to launch an enegertic community. The second phase will be for selected applicants only and will involve a more detailed assessment of the selected initiatives, with a focus on the technical aspects necessary for the formation of CERs, such as the technical configuration of energy assets, legal compliance and financial and investment capacity.
The programme does not foresee direct grants but provides support in the process of building up energy communities.
The call is organised under the European project REC4SMEs, implemented by ODA in partnership with four international institutions and co-funded by the European Union through the Single Market Programme (SMP).
The total budget of the project is 938 thousand euro, of which 246 thousand euro will be administered by ODA.
