Public institution Organisation for the Development of Entrepreneurship (hereinafter ODA)
announce competition for the function of Head, Human Resources Management Section

IPODA is tasked with implementing the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, according to the strategies and programmes approved by the Government.

1. Name and legal seat of ODA: Public institution The Organisation for the Development of Entrepreneurship, mun. Chișinau, str. Albișoara, 38, MD 2005.
2. Name of position for which the competition is organised: Head, Human Resources Management Section;
3. Basic purpose and tasks as per the job description:
Purpose of the function: Ensure the implementation of staff policies within the institution, ensure safety and labour penalties, institutional integrity, monitor maintenance and curacy activities, organise staff placements with the transport under institution management, ensure archival fund managers and direct the activity of the subdivision.
Basic tasks according to the job description:
— To ensure the implementation and promotion of state policy and personnel procedures in the field of recruitment, selection and professional integration of staff;
— Impliment the process of evaluation and professional development of employees;
— Monitoring employees’ working time and rest by documenting the processes of granting different types of leave;
— Managing administrative staff procedures;
— To ensure the implementation of the legal provisions on institutional integrity;
— Organisation of correspondence management activities and the archival fund;
— To monitor the maintenance of the institution’s premises;
— Managing staff ODA movements with cars on the institution’s balance sheet;
— To ensure managerial internal control within the subdivision.
4. Conditions of application:
— Studies: higher than a licence or equivalent in the legal field, human resources management, public administration, psychology.
— The minimum 3-year human resources experience, managerial experience is an asset.
— Know Romanian;
— Knowledge of English at B1 (B2 is an advantage);
— In the course of the activity in previous jobs, it has not infringed the provisions of Article 7(2) of Law No 325/2013 on the assessment of institutional integrity, except when the person first falls within the labour force;
— Is not deprived of the court of the right to occupy certain functions or to exercise a particular activity in those functions and activities.
Knowledge required:
In the specific field of activity:
Labour legislation in force;
Legislation on personal data protection, institutional integrity;
— Occupational standards;
— Safety and health legislation in work;
— Knowledge of strategic and tactical human resources management;
— Knowledge of effective personnel policies and procedures, as well as positive national and cross-border practices.
In the digital field:
Microsoft Office package – advanced user.

— Copy of the labour meat (where applicable) and certificate(s) of work in the previous establishment, indicating the speciality, qualification, function, duration of the work;
— Self-declaration of failure to comply with Article 7(2) of Law No 325/2013 on the assessment of institutional integrity during the period of activity in previous jobs, except in cases where the person falls within the labour force for the first time.
