Head/Head, Risk Assessment and Analysis, Moldova’s Entrepreneurship and Growth Fund (deadline) (deadline: 26 August 2024)
ODA is a public institution with the mission to support the development of entrepreneurship in the Republic of Moldova from the start of a business, to its internationalisation.
General purpose of the post The management of the activities and operations of the Risk Assessment and Analysis Section is conducted, directing the risk management activity of funding products and the portfolio of funding, other activities and operations upon need/request.
Basic tasks of the vacant post according to the job description:
- Ensuring the management of the Risk Assessment Section and analysis as Head of Section (key Person);
- Preparing draft legislative acts on the activities and processes of the Section;
- Carrying out risk analysis and assessment activities in the supervised area of activity and appropriate reporting;
- Communication and cooperation with partner financial entities, within the limits of their assigned competences;
- Management of the management reporting system;
- Managing our risk register.
Type of employment Indefinite period
Function conditions:
- holds the nationality of the Republic of Moldova;
- possess the Romanian language and the official languages of inter-ethnic communication spoken in the territory concerned, within the limits set by law;
- has full capacity to exercise;
- has the necessary studies foreseen for that function;
- in the last 5 years it has not terminated its individual employment contract for disciplinary reasons;
- it has no criminal history that had been unfeased for intentional offences.
Sunk-specific requirements:
Studies: Higher in economics, finance and banks.
Professional experience:
- Minimum 3 years general experience;
- At least 2 years proven experience in the financial field and/or financial/business advice;
- Experience in implementing projects or activities: financial transactions, monitoring and evaluation, legal aspects;
- Work experience with development partners (World Bank, US Development Agency, European Commission, UNDP, JPC, etc.);
- Experience in developing operational policy documents and procedures (operational manuals, strategies, guidelines, procedures, other internal regulations of an entity – a legal person);
- Experience in risk assessments and/or management in the banking and financial field.
Knowledge required:
In the specific field of activity:
- Knowledge of legislation, including in the financial and banking field;
- Knowledge of entrepreneurial economic development, including access to finance;
- Knowledge in project and process management.
In the linguistic field, including the level of knowledge of the written/vorbit language:
- Excellent knowledge of the Romanian language (registration, communication verbal);
- Knowledge of Russian and English languages sufficient for the performance of basic functional tasks and tasks;
- General knowledge of companies’ financial accounts.
In the digital field:
- Awareness of the use of the Microsoft Office application suite;
- Knowledge in using Microsoft Office EXCEL;
- Knowledge in the use of PowerPoint;
- Knowledge of management reporting systems.
Skills:
- Skills in the management and coordination of the subdivision’s activity;
- Ability to interpret the phenomena and processes of businesses, banks and NCOs economically;
- Analytical and synopsis capacity;
- Ability to work in a team;
- Inter-human networking capacity;
- Capacity to take decisions and assume responsibilities;
- Ability to stress repetitive tasks and adapt to changing work tasks;
- Ability to plan and organise self-working time, staff in subordinary and meet the deadlines for the performance of functional tasks and tasks;
- Ability to follow up and achieve the purpose;
- Emotional equilibrium;
- Excellent communication, negotiation and belief skills.

Working regime:
40 hours per week, 8 hours/day.
Institution’s employment regime:
Monday to Friday from 08:30 to 17.30, grassland: 12.00-13.00.
