Competition for the function of leading specialist, Directorate for Credit & Guarantee Products
IPODA is tasked with implementing the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, according to the strategies and programmes approved by the Government.
The areas of activity of IPODA are:
1) supporting the development of entrepreneurship, including small and medium-sized enterprises;
2) financial and technical assistance to enterprises;
3) issuing financial and state guarantees.
Within the IPODA organisational structure, the Fund is created to accelerate and develop the economy. The mission of the given Fund is to implement State policy in supporting the development of the sector of small and medium-sized enterprises in the Republic of Moldova by providing access to low-cost financing.
The aim of:
Analysis, development and development of credit and guarantee products, other activities and operations upon need/request.
Basic tasks:
Analysing and summarising existing state programmes and projects in the fields of activity, in line with the objectives set;
- Development and development of loan and guarantee products, working together with the subdivisions we make (Fund for Moldova’s entrepreneurship and economic growth) and FGC (Credit Guarantee Fund);
- Developing and drawing up state programmes and projects in the areas of joint work with the relevant public authorities;
- Carrying out analysis and monitoring of the implementation of state programmes as well as credit and guarantee products for the purpose of evaluating the impact and objectives set;
- Communication and cooperation with partner financial entities, within the limits of their competences.

Indefinite period
Function conditions:
- holds the nationality of the Republic of Moldova;
- possess the Romanian language and the official languages of inter-ethnic communication spoken in the territory concerned, within the limits set by law;
- has full capacity to exercise;
- has the necessary studies foreseen for that function;
- in the last 5 years it has not terminated its individual employment contract for disciplinary reasons;
- it has no criminal history that had been unfeased for intentional offences;
Sunk-specific requirements:
Studies: Higher or equivalent in economics, finance and banks, business management.
Professional experience:
— At least 8 years general experience;
— At least 4 year proven experience in the financial field;
— Experience of financial operations, monitoring and evaluation, legal issues
— Work experience in the banking and/or micro-financing sector in Moldova;
— Experience in reporting in the field of banking and microfinance is an asset;
— Experience in the production of financial products is an asset.
— Experience in managment in the banking and financial field is an asset.
Knowledge
- a) The knowledge of legislation, including in the financial, banking and fiscal fields;
- b) Operational knowledge of entrepreneurial economic development, including access to finance;
- d) excellent knowledge of the Romanian language (registration, communication verbal). Knowledge of English (level B2). Knowledge of Russian language (consisting of an advantage);
- d) General knowledge of companies’ financial accounts constitutes an advantage;
- e) Confidence in using the Microsoft Office application suite.
Skills communication; individual and teamwork, in a national and international context; multicultural and linguistic flexibility; compliance with written and oral instructions.
Other requirements responsibility, punctuality, fairness, ability to work under stress, willingness and possibility to continuously assimilate new general and technical knowledge.
Institution’s employment regime:
40 hours/week.
Monday to Friday from 08:30 to 17.30, grassland: 12.00-13.00.
