What kind of subsidies can the unemployed benefit to start up a business?
For the establishment of a new business and the creation of at least one job for the beneficiary unemployed person, a subsidy may be requested via the National Employment Agency, the size of which amounts to 50 % of expenditure required start of a business and equipping the job creation, but not more than 10 average monthly wages economy-wide for the previous year (RON 81075).
This measure may apply to persons aged 18 years old registered as unemployed to one of the territorial subdivisions for employment who wish to take up a entrepreneurship activity.
Purpose subsidy for the initiation of business is compensation for the cost of registering the undertaking, procurement of technological equipment, machinery, work equipment and facilities, measuring, control and adjustment equipment, control and adjustment facilities, computing techniques, furnishing furniture for fitted premises.
In order to apply to the programme, the unemployed person must submit the funding application and an application form together with the business plan to the territorial subdivision.
It is important to note that, in accordance with Article 39 of Law 105/2018 on promoting employment and unemployment insurancethe beneficiary of this grant shall be obliged to keep the job created for at least 36 months.
The ANOFM shall also inform about the registration of applications for the grant of the grant of support for projects for local initiativeswhich is intended exclusively for the procurement of technological equipment, machinery, equipment, measuring, control and adjustment equipment, computing technique, furnishings for fitted premises intended for the economic activity for which financing has been requested. In this case, the size of the grant is to offset the 65 % of expenditure incurredmaximum 10 average monthly wages per economy under the conditions of coverage by the grant undertaking of 35 % of the project cost.
In order to benefit from the subsidy, the employer will submit to the territorial subdivision for employment on the ground in which the following documents are active: application for funding; the application form accompanied by the business plan; self-declaration and copy of the registration/extraction certificate from it.
According to Government Decision No.1276/2018 by which the procedures for access to employment measures have been approved, grants shall be granted to applicants in a single instalment within 30 days from the date of establishment by the beneficiary/employer of the investment and the creation of employment, in accordance with the business plan.
The programme for granting these subsidies is implemented by ANOFM, with the financial support of the project “reactivation of social dialogue for an effective response to COVID-19 in Moldova and its implementation to job creation through Local Employment Partnerships”, initiated by the International Labour Organisation.
