Agricultural producers affected by natural disasters shall be recognised as having incurred losses in agricultural production as a result of natural disasters occurring in 2020 of more than 50 %, determined in accordance with the findings approved by the Exceptional Situations Commissions, over an area of at least 30 % of the total land held in use and/or possession.

At the meeting of 10 September, the Cabinet of Ministers supported that amendment to the project law No 375 of 4 September 2020 amending certain legislative acts.

We would point out that the initial drafting of the project proposed concept of affected agricultural producers natural disasters as economic operators included in the general report drawn up by the Agricultural Interventions and Payments Agency, beneficiaries of compensation for mitigating the consequences of natural disasters on the 2020 harvest, granted in the manner laid down by the Government.

Thus, affected farmers will benefit from the provisions of Interest subsidy programme and VAT refund scheme.

With regard to the amendment providing for VAT refunds for agricultural producers affected by drought to be carried out up to and including 30 September 2021, the Government considers that the appropriateness of extending that deadline will be examined in the light of the analysis of the budgetary indicators for 2021 during the drafting exercise for the 2021 draft budget.
