The “PARE 1 + 1” programme could be extended to districts in eastern Moldova
The International Organisation for Migration (IOM), in cooperation with the Organisation for the Development of the Small and Medium-sized Enterprises Sector, organised on 23 November 2017 in Coșnița, r. Dubăsari the conference promoting the programme for attracting remittances to the economy “PARE 1 + 1” for the left-wing inhabitants of Nistrului. The event took place in a location opened by a beneficiary of the “PARE 1 + 1” programme who returned from Italy to his home village of Coșnița and set up a business.Opening the event, Ghenadie Crețu, Head of the Migration and Development Programme of the International Organisation for Migration (IOM), Mission to Moldova, welcomed the interest of the people on the left of the Nistrul in support programmes for entrepreneurs in Moldova, presenting the history of IOM, ODIMM and the EU working together to set up and implement the “PARE 1 + 1” programme modelled on examples from other countries, such as Mexico with the Tres por Uno programme (3 + 1)”. “The programme was launched to redirect the financial resources of consumer migrants such as housing investments scattered among migrants to the country’s active economic sectors” stressed Ghenadie Crețu.
Daniela Dascaliuc, Head of SME Finance at ODIMM presented the essence and stages of the conceptualised and realised “PARE 1 + 1” programme since 2010 to the right of the Dniester and some of its success stories: quail farm, snail farm, ostrich farm, quail farm.
Ala Novac, the beneficiary of the PARE 1 + 1 programme spoke from her own experience of participating in several programmes managed by ODIMM. The entrepreneur used the grant from the programme to build a tomato greenhouse and increased the number of greenhouses to 5 for 40 years. Alla Novac also runs the business of his daughter, a migrant in France, who benefited from this programme and founded another peasant household.
The presentation of the programme attracted interest from the left-hand inhabitants of the Nistrul in the eligibility rules for potential beneficiaries, the procedures for verifying the origin of remittances, the relatives of the beneficiaries, their nationality, etc. The organisers gave them assurances that all issues relating to the impediments to the realisation of the programme on the left of the Nistrul would be centralised and taken into account in the process of extending this programme to the Nistrian area.
Other programmes to support small and medium-sized entrepreneurship were presented at the information conference: Credit Guarantee Fund, Women in Business Pilot, Business Academy for Women, Effective Business Management, as well as the portal for (potential) entrepreneurs on both sides of the Dniester River providing step-by-step information on their opening, development and management – www.businessportal.md and the Collective Finance Platform (crowdfunding) Government24.
