The MDG strengthens its role as a key institution in implementing policies to develop entrepreneurship
The 2013-2015 Strategic Development Programme of the Organisation for the Development of Small and Medium-sized Enterprises was approved on Monday 17 December by the ODSME Coordination Council, chaired by Deputy Prime Minister Valeriu Lazăr, Minister of Economy. Valeriu Lazăr stressed that the SIP is a modern tool, aiming at institutional strengthening of the ODSME being a core document of the institution, from which all the Organisation’s actions over the next 3 years derive, and as a result it is the tool for planning and prioritising policies at the level of the Small and Medium-sized Enterprises sector in the Republic of Moldova..
Referring to the metamorphosis experienced over time by ODIMM, the Minister of Economy stated that it had evolved from a public budgetary institution to a programme and policy implementation agency, working in the interest of entrepreneurs and representing an institutional centre of coordination at the level of the HEI. Valeriu Lazăr stressed that streamlining the institutional work requires strengthening and developing the institution’s capacities, including by synergising the actions of already existing institutions at local level and developing partnerships at regional level. The official reminded that the ODIMM is an interface between the Ministry of Economy and the business environment and is intended to continuously signal to the authorities the constraints faced by SMEs.
The ODIMM Action Plan for 2013 was also approved at the meeting. According to him, among the fundamental objectives of the institution are the access of SMEs to entrepreneurial information and knowledge, the facilitation of SMEs’ access to financial resources, the development of business support infrastructure, the promotion of private public dialogue, and other activities aimed at the development of SMEs in our country.
At the hearing, the possibilities for optimising the activity of the State Credit Guarantee Fund were discussed. I recall that this is an instrument, managed by ODIMM, the mission of which is to improve access to credit resources for small entrepreneurs who have sufficient capacity to repay a loan, but because of the lack of security acceptable to the bank, they cannot obtain it. Throughout 2012, ODIMM carried out a series of activities aimed, respectively, at making the work of the FGC more efficient, improving guarantee procedures and increasing the number of partner banks, which in turn will make FGC products more attractive and increase the number of loan recipients in the SME sector.
So far, during 2012, the granting of loans to 89 micro and small enterprises, for a cumulative amount of Lei 46.5 million, secured with financial guarantees totalling Lei 17 million, has been facilitated with the support of the FGC. At the working meeting, several measures were proposed to make the work of the FGC more efficient, to be analysed, summarised and brought to the attention of entrepreneurs as well as public opinion in a timely manner. The measures discussed may include the exclusion of the credit ceiling of EUR 2 million. LEI, modification of the guarantee products, modification of the guarantee fee by gradually decreasing the guarantee fee and establishing a preferential fee, in case of advance payments for the entire guaranteed period, introduction of a new guarantee product for exporters, extension of partnerships with other financial institutions in the non-banking sector.
