The Government extends the Investment Incentive Programme ‘373’ until 2028
Chisinau, 20 August 2025 — At today’s meeting, the Government approved the amendment of Decision No.351/2023, whereby the Investment Incentive Programme ‘373’ is extended until the end of 2028.
The decision follows the results achieved so far, confirming the significant impact of the Programme on the national economy: more than 840 entrepreneurs benefited from 1,170 loans totalling lei 3.6 billion, generating investment of more than lei 5.2 billion.
Around 13000 employees currently work in the supported companies and estimates show that an additional 2,600 jobs will be created. Most investments were channelled to strategic sectors for Moldova’s economy:
Energy production and supply – 41 %
Manufacturing – 16 %
Transport and storage – 14 %
It also supports entrepreneurs in other key areas, such as agriculture and health, contributing to strengthening and diversifying the national economy.
The Government Decision also includes technical adjustments aimed at accelerating the process of assessing and approving investment projects, ensuring faster and more efficient implementation.
An important novelty is that entrepreneurs will be able to combine credits from the “373” programme with other forms of non-repayable financial and non-financial support managed by the Organisation for the Development of Entrepreneurship (ODA).
With this decision, the Government reconfirms its commitment to support the business environment by providing it with a clear, stable and predictable framework for medium-term investment planning.
