Support for Local Entrepreneurship: 43 Million lei in Grants for 81 Companies in the Republic of Moldova
April 2, 2026, Chișinău – 81 local businesses receive a new boost for growth through grants totaling MDL 43 million, which will mobilize investments of over MDL 96.4 million in the national economy. The support is provided through programs managed by ODA in collaboration with the Ministry of Economic Development and Digitalization.
Non-reimbursable financing is provided by the Government of the Republic of Moldova, which contributes MDL 24 million for 59 companies.
Additionally, another 22 companies benefit from grants totaling MDL 19 million through the Program for Increasing the Competitiveness of Local Producers and Integration into Value Chains, financed by the Government and the World Bank Group, through ODA and the World Bank Competitiveness Enhancement Project Implementation Unit.
The 81 selected companies already provide jobs for approximately 1,200 people, and with the implementation of the funded projects, they will generate at least 420 new employment opportunities in their communities.
The support provided contributes to increasing economic competitiveness, raising wages, and strengthening local development potential.
During the event, Deputy Prime Minister and Minister of Economic Development and Digitalization, Eugeniu Osmochescu, stated:
“We have access to European Union funds, the state budget, and international funding. We are at a stage where we need to invest much more by implementing joint investment projects. The private sector is the driving force, and we only come to support it and provide the necessary tools. Only the private sector can make this country grow. The Republic of Moldova invests in its entrepreneurs and in the future of its economy.”
Speaking about new directions of support for the business environment and the role of ODA in strengthening the competitiveness of local companies, Vadim Codreanu, Director of ODA, emphasized the importance of integrated use of government programs:
“Today, ODA offers a diverse business support ecosystem, from non-reimbursable grants to advantageous financing through products such as ‘Facem Investiții BGK’, ‘FACEM Impact’, and the ‘Governmental Program 373’. Recently, with the support of the Ministry of Economic Development and Digitalization and Partner Financial Institutions, we also launched the IMM GARANT guarantee product, through the individual guarantee mechanism managed by the Credit Guarantee Fund.
We encourage entrepreneurs to combine these instruments with the ‘Local Supplier Development Program’, which provides free consultancy and tailored plans, so that investments translate into more competitive businesses both on the local market and internationally.”
“Increasing the capacity of enterprises to compete effectively and to build sustainable competitive advantages, both on the national and international markets, is a central objective of the Program for Increasing the Competitiveness of Local Producers and Integration into Value Chains, directly contributing to income growth.
In this regard, the support provided is aimed at developing a competitive and predictable business environment for small and medium-sized enterprises in the Republic of Moldova, facilitating access to financing for investments, strengthening competitiveness, and integrating them into regional and global value chains. Thus, local companies can capitalize on technological opportunities and expand their presence on external markets,” stated Aureliu Casian, Executive Director of the World Bank Competitiveness Enhancement Project Implementation Unit (UIPAC).
We remind that during 2025, through the non-reimbursable financial support instruments managed by ODA, 810 entrepreneurial projects were approved for financing, and the total value of approved grants amounted to MDL 346.4 million. The grants provided generate total investments in the economy of MDL 653.3 million, with resources ensured through the combination of state budget funds and support from development partners.
Through this support, 10,374 jobs were maintained, and another 5,073 are planned to be created.
Beyond the figures and programs, the jobs maintained and created best illustrate the real impact of non-reimbursable financing on people.
