PARE 1 + 1 programme extended to 2021
Since 2019, spouses of migrant workers have been eligible for grants under the PARE 1 + 1 programme. The set of acts for participation in the training component will be reduced from 8 to 6. At the same time, the selection of beneficiaries for participation in the training component will take into account the fulfilment of the eligibility criteria for participation in the Programme. The eligibility criteria excluded companies from making a profit during the last three years.
RON 40 million will be allocated annually from the State budget, which will make it possible to co-finance 480 businesses of migrant workers and/or their first-degree relatives. ODIMM also attracted external financial resources under the ‘Support to SMEs in rural areas’ project financed by the European Union, with approximately RON 1 million allocated for a period of 1 years (49-3) for the implementation of the ‘PARE 2019 + 2021’ programme. This will make it possible to co-finance an additional 500 businesses of migrant workers and/or their first-degree relatives.
Since the launch of the programme, 2 524 people have so far expressed an interest in participating in the ‘PARE 1 + 1’ programme and in investing remittances obtained by migrant workers in more than 40 countries around the world. Around 2 000 people were trained in running a business, 1 273 companies received grants and around 3200 jobs were created. The total amount of grants for these investment projects is approximately RON 249.01 million, which will help to attract RON 784.24 million in investment to the economy, i.e. each RON granted in the form of a grant generates approximately RON 3,15 in investment in the economy.
The government programme “PARE 1 + 1” was launched in 2010 with the financial support of the European Union and is implemented by the Organisation for the Development of the Small and Medium-sized Enterprises Sector. It aims to mobilise the human and financial resources of Moldovan migrant workers in the sustainable economic development of the Republic of Moldova by stimulating the creation and development of small and medium-sized enterprises by migrant workers and recipients of remittances. The programme operates under the ‘1 + 1’ rule, so that each leu invested from remittances is replaced by a leu in the form of a grant. The amount of the grant is maximum RON 250 000.
