PAR 1+ 2 programme in the Republic of Moldova – a successful model approved for implementation in Kyrgyzstan
12 March 2025, Chisinau — On 10 and 14 March 2025, an official delegation from the Republic of Kîrgîzstan carries out a study visit to the Republic of Moldova to learn from our country’s experience in supporting migrants and engaging diaspora in economic development.
The visit, organised with the support of the International Organisation for Migration of Moldova and IOM Kîrgîzstan, brings together representatives of the Ministry of Labour, Social Protection and Migration, the Ministry of Economy and Trade of Kîrgîzstan, and the Presidential Administration of Batken.
A central aspect of this collaboration is the PARE 1+ 2, managed by the Organisation for the Development of Entrepreneurship. This model of support for entrepreneurs returned from diaspora, based on co-financing and mentoring, has previously been presented to the Kîrgîzstan authorities and taken over as a model of success.
In the course of the visit, the Organisation for the Development of Entrepreneurship provided the Delegation with up-to-date information on the PARE 1+ 1, detailing the grant management process, monitoring of beneficiaries and fund management mechanisms.
“The PARE programme demonstrates that diaspora can become a strategic partner in the economic development of the Republic of Moldova. Since its launch, we have supported 191 entrepreneurs returning or having relatives in the country carrying out economic activities. This mechanism provided grants totalling lei 57.12 million, which generated investment of lei 133.7 million in the national economy. These figures confirm the real impact of the programme and the importance of supporting Moldovan entrepreneurs in turning their experience abroad into sustainable business at home’mentioned Vadim Codreanu, Director ODA.
“We build on successful models, such as the PAR 1+ 1 Programme in the Republic of Moldova, which encourage migrants to invest in the national economy through a co-financing mechanism. The implementation of similar policies in Kyrgyzstan could boost the development of SMEs, job creation and the strengthening of the regional economy, thereby contributing to sustainable and inclusive growth”. said Seyitov Choro Seyitovich, Deputy of the Minister for Economic Affairs and Trade of the Kyrgyz Republic.
The delegation also has the opportunity to see directly the impact of this programme through visits to entrepreneurs who have received financial support.
One of these is SRL ‘VORCEI’, located in Chisinau, in the industrial zone, on the street 2/1. The company was founded in 1996 by Călin Hartea, the thread of a migrant worker. It is specialised in the production of paper and carton packaging.
The second company is GT “Moiseenco Liuba”, a household specialised in agriculture. It was founded by the spouses of Moiseenco, both migrants who returned to Moldova after several years of work in Italy. The farm is located in the Ratușate, Criuleni raion and works in the field of agriculture, focusing on the production of rains of vegetables, greens and aromatic plants in ghivece using modern techniques. The output is made in seven tunnel centers.
