More accessible funding for entrepreneurs: Government adjusts the competitiveness programme in line with European standards
02 July 2025 – The Government approved amendments to the Programme for increasing the competitiveness of local producers and integration in value chains, implemented by the Organisation for the Development of Entrepreneurship and the World Bank Project Implementation Unit. Specifically, the programme is adjusted to the new rules on grants.
The financial support provided by the Programme will take the form of de minimis aid – a form of support frequently used in the European Union, particularly for small and medium-sized enterprises. This type of aid is simplified and allows faster access to finance.
The programme, launched in January 2025 by the Ministry of Economic Development and Digitalisation with the Organisation for the Development of Entrepreneurship, has so far registered 63 business investment projects.
This programme allows entrepreneurs to benefit from grants of up to lei 2 million for:
• Implementation of IT and engineering solutions
• Alignment with international standards
• Laboratory testing and certifications
• Intellectual property protection
• Marketing activities and participation in B2B events
• Training of staff.
All these activities contribute to the development of value-added products that can be promoted on both the local and international markets.
Regulations aim to make support for entrepreneurs more efficient and to ensure compatibility with European State aid rules.
This programme is financed by the Moldovan government and the World Bank Group through ODA.
