Local entrepreneurs invested over RON 355 million in the economy, supported by financial guarantees accessed through the Credit Guarantee Fund, in the first quarter of 2026
15 April 2026, Chisinau — Between January and March 2026, the Credit Guarantee Fund, managed by the Entrepreneurship Development Organisation, actively supported the business environment through its guarantee instruments.
Thus, by loan Portfolio Guarantee Facility loans with a total value of financial guarantees of RON 33.7 million were secured, facilitating the granting of financing amounting to RON 46.7 million, which generated investments of RON 49.1 million in the economy. At the same time, 104 financial guarantees were issued under the individual guarantee mechanism, totalling RON 86.98 million for loans amounting to RON 232.47 million and generating investments of RON 306.21 million.
Companies benefiting from the guarantees mainly come from the agricultural sector, with a share of 41 %, followed by companies in the trade sector, with 26 %, the rest being companies in other business areas. The investments accessed are mainly geared towards the development of the agri-food and industrial sectors, helping to modernise production capacities and increase economic competitiveness.
The Loan Portfolio Guarantee Facility is an effective tool to accelerate SMEs’ access to finance, especially in situations where a lack of pledge or insufficient credit history is a challenge for entrepreneurs. Through this mechanism, eligible loans are directly included in a guaranteed portfolio without further approval steps, which significantly reduces processing time and allows quick access to the financial resources needed for business development. The examination of credit applications is carried out by banks in accordance with internal procedures and disbursement can take place immediately if the eligibility criteria are met. Guarantees can cover up to 80 % of the loan amount in the case of capped portfolios and up to 50 % in the case of uncapped portfolios, and the maximum amount of a guaranteed loan can reach the equivalent of RON 5 million.
To strengthen access to finance and respond more effectively to business needs, ODA has recently launched the product SME GUARANTORa flexible guarantee instrument for micro, small and medium-sized enterprises. It brings together existing mechanisms in a unified framework and makes it easier to obtain financing both for investments and for supporting the day-to-day activities of companies. Through SME GARANT, entrepreneurs can access financial guarantees of between RON 100 thousand and RON 20 million, with guarantee rates of up to 80 %, depending on the type of loan and the specific nature of the business. The instrument supports investments in modern equipment and technologies, infrastructure development, digitalisation of processes, production expansion and the implementation of energy efficiency projects, thereby contributing to the sustainable growth of the economy.
In 2025, the activity of the Credit Guarantee Fund, managed by ODA, generated a real impact in the economy: 537 financial guarantees were issued, amounting to RON 572.5 million, facilitating the granting of loans amounting to RON 1.57 billion and generating an economic impact of RON 1.98 billion. The average value of a guarantee was RON 1.1 million and the average value of the guaranteed loan reached RON 2.94 million.
