DSC 0031 editedIn 2016, 1 enterprises were funded under the PARE 1 + 210 Economic Discharge Programme, of which 97 were youth-run enterprises. Of the total beneficiaries of the programme, 71 are women. These are some data relating to the implementation of the PARE 1 + 1 programme during 2016, which were elucidated at the National Conference “remittances – a source of economic growth for the regions”.
The conference was organised with the aim of clarifying the results of the implementation of the programme in 2016 and its impact at national and regional level, identifying opportunities for business expansion and new models of economic cooperation.
Iulia Iabanji, Director General ODIMM he mentioned that the impact of the PARE 1 + 1 programme in the country’s economy was valuable in that it brought back home Moldovans working abroad and the Moldovan economy benefited, as apart from redirected remittances as investments and not consumption, which instead of investing in consumption, new businesses were being developed, people were returning with innovative ideas with new experience, which they were using in their businesses here, at home, next to families.
According to Yulia Iabanjifor many of the beneficiaries, the PARE 1 + 1 programme is a way to grow on the scale of entrepreneurship, and ODSMEs are trying to help them navigate this path by offering them many opportunities for development and growth through entrepreneurial support programmes, offered by the Government of the Republic of Moldova.
Deputy Prime Minister Octavian Calmîc, Minister of Economymention that the Pare 1 + 1 programme was one of the most successful government programmes currently in place, offering real possibilities for Moldovan citizens working abroad to develop their businesses at home, creating opportunities for cooperation between local, central and business public authorities.
The government is making great efforts to provide good opportunities for potential entrepreneurs to start up and develop their businesses, and this year has set out to focus on developing entrepreneurship in villages for sustainable regional growth. In this regard, Octavian Calmîc pointed out that the state institutions are currently working to improve the business climate in the country, in particular to de-bureaucratise decision-making processes and create better conditions for entrepreneurs.

PirkkaTapiola, Head of the EU Delegation to the Republic of Moldova said that the EU it is impressed by the results achieved by our country in implementing the “PARE 1 + 1” programme, with the European Union strongly determined to continue to support this project in all its dimensions. “The PARE 1 + 1 programme is a success story in the EU’s support for entrepreneurship and already several countries are calling for this model for implementation. That is why supporting entrepreneurship is one of the EU’s priorities in supporting the Republic of Moldova’s development processes”, said PirkkaTapiolaDSC 0357 edited
“The results achieved by ODIMM in implementing the PARE 1 + 1 programme on entrepreneurship can become a model for community development,” PirkkaTapiola pointed out.
Philip Santens, Manager of the EU Project Technical Assistance for the Implementation of the DCFTA noted that the success of the PARE 1 + 1 programme is relevant through its results and its impact on the country’s economy. Thus, the EUR 8 million invested by Moldovan citizens through remittances has generated around 3000 jobs, and each leu invested through this project attracts RON 3 to the economy and these figures have a long-lasting impact.
Philip Santens also said that the Government of the Republic of Moldova still needed to focus its attention more on the quality of business and to remove constraints that could affect entrepreneurial activity. This would lead to even greater investment by citizens in the economy.
The programme for attracting economic remittances “Pare1 + 1” is considered by experts as one of the most successful projects in the field of entrepreneurship in the Republic of Moldova. Thanks to this programme, 927 businesses have been created and developed in different areas of the economy, around 1200 jobs have been created and Moldovan citizens have been enabled to consume European quality domestic production products and services, given that the investment projects financed have been selected on the basis of the principle of innovation and the deployment of modern technologies.
DSC 0412 editedDuring the 6 years of implementation of the Programme, investments in the economy exceeded RON 540 million, with approximately RON 2/3 representing migrant remittances. The amount of grants transferred under the programme amounts to approximately RON 145 million.
