12 January 2026, Chisinau — Small and medium-sized enterprises in the Republic of Moldova can access the funding product ‘FACEM Impact’ through several commercial banks, after the Organization for Entrepreneurship Development has signed collaboration agreements with them under the project ‘SME Development Facility in the Republic of Moldova’, funded by the German Government through the German Development Bank (KfW).

In this context, ODA has signed collaboration agreements with Energbank, OTP Bank, MAIB, Victoriabank and Moldindconbank, and will subsequently also sign with ProCredit Bank.

In October 2025, the organization for the development of entrepreneurship received the first tranche of funding, amounting to EUR 2 million, for the implementation of ‘FACEM Impact’. Grant and project agreement for the implementation of the project “SME Development Facility of the Republic of Moldova”.

Financing product “FACEM Impact” provides for the granting of investment loans of between 200.000 and 5.000.000 lei, with a fixed interest rate of 5.5 % or 6 % annually and a repayment term of up to ten years. The mechanism shall also include the possibility of reducing interest rates on the basis of the number of jobs created as a result of the investments made.

In the first phase of the project, at least 100 small and medium-sized enterprises in the Republic of Moldova will benefit from funding for modernisation and expansion, helping to create more than 200 new jobs. At the same time, a minimum of 20 % of the credit volume will be directed to women-led SMEs.

The product, is part of the efforts of national authorities and development partners to facilitate SMEs’ access to long-term, predictable and advantageous financing, contributing to the development of the business environment in the Republic of Moldova.

The funding product “FACEM Impact” was developed under the project “SME Development Facility Moldova” with expert support from the Frankfurt School of Finance & Management in Germany under the technical assistance contract (worth EUR 0.7 million) signed in December 2024, financed under the project.
