FACEM Financing Products Facilitated Approximately MDL 2.19 Billion in Financing and Generated Over MDL 3.73 Billion in Investments in the First Nine Months of 2026
15 October 2026, Chișinău – Between January and September 2026, entrepreneurs accessed financing totalling approximately MDL 2.19 billion through the financing products implemented under the Fund for Entrepreneurship and Economic Growth of Moldova (FACEM), managed by the Organization for Entrepreneurship Development (ODA). This financing is expected to generate investments of over MDL 3.73 billion in the economy.
Through FACEM, ODA continues to accelerate investment in the economy of the Republic of Moldova by implementing three financing products: the Government Investment Incentive Programme “373”, FACEM Impact, and FACEM Sustainable Investments BGK.
Financing was facilitated through the following instruments:
- Programme “373” – 443 companies received loans totalling approximately MDL 2.06 billion, with investments generated in the economy estimated at around MDL 3.47 billion.
- FACEM Impact – financing totalling MDL 88 million was facilitated for 35 companies, contributing to the mobilisation of approximately MDL 140 million in investments.
- FACEM Sustainable Investments BGK – 23 companies were supported with financing totalling MDL 43 million and investments amounting to MDL 127 million.
In the third quarter of 2026 alone (July–September):
- under Programme “373”, 152 companies accessed preferential loans totalling MDL 713 million, expected to generate investments of approximately MDL 1.12 billion;
- under FACEM Impact, financing decisions were issued for 10 companies, totalling MDL 30 million, with estimated investments exceeding MDL 45 million;
- under FACEM Sustainable Investments BGK, 4 companies received financing totalling MDL 12 million, generating estimated investments of MDL 84 million.
Of the total financing provided through the three financing products between January and September 2026, 26% was allocated to the energy production and supply sector, 16% to manufacturing, and 9% to transportation and storage, with the remainder distributed across other sectors of the economy.
Furthermore, the 501 companies financed through the above-mentioned financing products currently support 8,650 jobs, while an additional 1,893 new jobs are expected to be created during the implementation of the investment projects.
A new instrument supporting the business environment is the “Fund of Funds through a First-Loss Tranche”, launched by ODA in cooperation with the Ministry of Economic Development and Digitalization in the second quarter of 2026. Through this mechanism, the Government of the Republic of Moldova aims to expand access to alternative sources of financing for small and medium-sized enterprises with growth potential, as well as technology startups and innovative enterprises, develop the investment market, and stimulate the attraction of private capital into the national economy.
During the reporting period, three applications were submitted under the call for the selection of the first investment partner. Of these, two were submitted within the deadline and are currently undergoing completeness and eligibility checks. Both applicants under review are international investment funds based in the United States.
“Access to financing remains an essential condition for increasing the competitiveness of enterprises and supporting the country's economic development. We will continue to strengthen these instruments, simplify the process of accessing financing, and stimulate private investment, particularly in sectors that contribute to economic growth, the modernisation of production, and job creation,” said Vadim Codreanu, Director of ODA.
The “FACEM Sustainable Investments BGK” financing product is supported by the European Union, managed by Bank Gospodarstwa Krajowego (BGK), and implemented by the Government of the Republic of Moldova in cooperation with ODA and Solidarity Fund PL in Moldova.
The “FACEM Impact” financing product is part of the “Moldovan SME Development Facility” project, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the German Development Bank KfW.
The Government Investment Incentive Programme “373”, as well as the “Fund of Funds through a First-Loss Tranche”, are financed from state budget resources.
The Organization for Entrepreneurship Development (ODA) is a public institution established by the Ministry of Economic Development and Digitalization. It implements programmes and support instruments aimed at developing entrepreneurship and facilitating access to financing for micro, small and medium-sized enterprises.
