Daniela Dascaliuc, Head of the ODIMM Directorate for Access to SME Finance, presented the opportunities offered by the PARE 1 + 1 National Programme and mentioned that through this programme, implemented by ODIMM, the human and financial resources of migrant Moldovans are mobilised in the sustainable economic development of the Republic of Moldova.


The ODIMM expert pointed out that one of the components of the PARE 1 + 1 programme is informing Moldovan citizens going abroad and remittances about opportunities to develop a business in the Republic of Moldova. The programme also develops entrepreneurial skills among migrants and remittances and helps them to set up and develop small and medium-sized enterprises.


So far, thanks to the PARE 1 + 1 programme, more than 350 migrants have returned to the country and more than 400 people – first-degree relatives of migrants have stayed working at home, benefiting from the opportunities offered by the programme. More than 2200 jobs were created as a result. Since the launch of the Programme, 751 businesses have been funded, of which about 50 % are start-up companies. The grants awarded to the beneficiaries brought additional investments of RON 367.3 million into the economy and contributed to the development of new products and services on the market.THE MFA SEEMS

To date, the Republic of Moldova has signed 6 agreements in the field of migration, which provide for the temporary employment of Moldovan workers with Russia, Ukraine, Bulgaria, Azerbaijan, Lithuania and Israel). MRs are further developing bilateral and multilateral cooperation with different countries, with priority points being given to developing and refining effective management mechanisms and contacts of migrant flows.


Launched on 5 June 2008, the RM – EU Mobility Partnership provides a flexible and balanced framework to deliver actions across all 4 dimensions of the Global Approach to Migration: Migration and development; Legal migration; Tackling irregular migration, asylum and international protection. This instrument is based on political dialogue and designed for an indefinite duration.
