The event was attended by the Deputy Prime Minister, Minister for Economic Affairs, Octavian Calmâc, Minister for Regional Development and Construction, Vasile Bâtcă, representatives of the Regional Development Agencies and representatives of local public authorities, Business Incubators and the development partners Octavian Calmâc mentioned that one of the Government’s priorities for 2017 is to boost the involvement of entrepreneurship in regional development. According to the Minister, this year the Ministry of Economy will put emphasis on the organisation of events on the ground with the active involvement of both development partners and authorities at all levels in order to have direct contact with people, in order to provide effective solutions to solve the problems faced by entrepreneurs in launching or developing their business.

In this respect, according to the Minister, several support programmes are under way, such as the National Youth Economic Allowance Programme (PNAET), the Discharge in Economics Programme (PARE 1 + 1), managed by ODSMEs, which aim to help entrepreneurs develop a business and thus contribute to the development of the regions.2

Iulia Iabanji, Director-General of ODIMM mentioned that today’s event is an excellent opportunity to initiate a regional partnership to strengthen the economic development of the Republic of Moldova with the aim of ensuring a better understanding of the European Union’s mechanisms to harness the potential of SMEs in strengthening regional competitiveness and making the region more attractive for investment.

The Director General of ODIMM stressed that the European Union is ready to tell us about its smart specialisation practices, but to take over the regions it needs to meet several conditions, such as a critical mass of innovative companies and academic support institutions, working together, integrated into a supply chain, applying the same or similar technologies and strategically oriented towards emerging international markets.

Vasile Bâtcă, Minister for Regional Development and Construction mentioned that business incubators, free economic zones and industrial parks can serve as examples of regional development projects.

The Minister for Regional Development and Construction specified that, in order to develop the regions, it is envisaged to carry out innovation projects such as the construction of an innovation and technology transfer centre in the municipality of Bălți, a regional wholesale market, and the fitting-out of premises for non-agricultural activities.

The 80 or so participants in the event were guided by 4 experts from Germany, Poland and Spain towards using the European Union’s regional development instruments by harnessing the potential of Small and Medium-sized Enterprises in increasing regional competitiveness.

TAIEX is the European Commission’s technical assistance and information exchange tool and supports partner countries in transposing, applying and enforcing EU legislation. It is demand-driven and facilitates the provision of individualised expertise suitable to meet needs at short notice.

TAIEX has been accessible to the Republic of Moldova since January 2007

By providing support through the organisation of seminars, expert missions and study visits, TAIEX provides public authorities in Moldova with short-term opportunities in the transposition, application and implementation of European Union (EU) legislation and helps implement EU policies in the priority sectors included in the Partnership and Cooperation Agreement (PCA) and European Neighbourhood Policy (ENP) Action Plans (APs).
