By the Day of Entrepreneur, Moldova and Germany sign a new Grant Agreement of EUR 20 million and launches the common financing product “face IMPACT” to support SMEs
27 June 2025Chisinau – An entrepreneur Day, Germany and Moldova mark a new commitment to sustainable economic development in Moldova: the Financial Agreements of the project “Facility for the Development of SMEs of the Republic of Moldova”, Phase II of EUR 20 million, between the Republic of Moldova, represented by the Ministry of Economic Development and Digitalisation, and the German Development Bank KfW, were signed.
The grant, provided by the German Government (German Federal Ministry for Economic Co-operation and Development) through KfW, is a continuation of the EUR 10.7 million (grant) support provided by Germany last spring.
Resources will be managed by the Organisation for the Development of Entrepreneurship, through the Entrepreneurship Development Fund (Business).
The agreements provide financing for loans dedicated to investment projects of small and medium-sized enterprises, facilitating the modernisation and expansion of production capacities, creating new jobs, improving their energy efficiency and energy resilience, and encouraging business initiatives at national level.

Verena Zell, Head of Development Cooperation Department within the Federal Republic of Germany Ambassad of Germany in Moldova, underlined Germany’s continued commitment to Moldova:

German non-repayable cleaning facilitates the provision of affordable long-term investment loans to businesses, helping them to grow, become more competitive and create new jobs. Supporting the sustainable economic development of the Republic of Moldova will remain a key priority for German development cooperation.”

At the same time, the event saw the official launch of the new funding product – “Om IMPACT”, developed under the project “Facility for the development of SMEs in the Republic of Moldova”, Phase I.
“The EUR 10.7 million grant provided by Germany last year has already turned into concrete action. Today we launch the “face IMPACT” loan product to finance entrepreneurs of Moldova, which comes with real solutions for investment, growth and new jobs. It is proof that international partnerships can bring about visible and sustainable changes,” mentioned Vadim Codreanu, Director ODA.
As part of the first phase of the Moldovan SME Development Facility project, it is estimated that at least 100 SMEs across the country will receive concrete support for the modernisation and expansion of productive capacities, contributing to the creation of more than 200 new jobs. In addition, a minimum of 20 % of lending to SMEs will be granted to women-led/managed SMEs, which will contribute to improving gender equality in the business environment.
Funding will be provided through partner banks in national currency and the entire facility is coordinated by ODA.
The new loan product was developed with expert support from the German Frankfurt School of Finance & Management under the consultancy contract signed in December 2024, funded under the project.
The Professional Day of the entrepreneur was established by Government Decision on 29 May 2024 and is marked each year on 27 June.
