The maximum value of non-reimbursable financial support per beneficiary shall not exceed the de minimis threshold of 5.000.000 MDL, as provided in Article 3 (1) of Law No. 139/2012 on State Aid.
For the purpose of applying to the Instrument, as well as to the Project “Strong Businesses and Communities for Moldova” (SBC) – “Enhancing the energy resilience of SMEs in the Republic of Moldova”, implemented by GIZ and ODA, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Government of Switzerland, applicants shall submit the business plan together with the required documents, according to the following list:
Mandatory documents
(to be submitted by all applicants)
- Financial data on key existing and projected financial and economic indicators – Excel file;
- Price quotations containing technical specifications of the requested goods/services;
- Supplier/Provider selection sheet (part of the Excel file);
- Energy audit report, obtained following technical assistance provided by GIZ on industrial energy efficiency – for applicants applying to the Project “Strong Businesses and Communities for Moldova” (SBC) – “Enhancing the energy resilience of SMEs in the Republic of Moldova”, implemented by GIZ and ODA, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Government of Switzerland, carried out within the “CREȘTEM IMM” Instrument;
Additional documents
(to be submitted by applicants meeting specific requirements)
- Existing licenses and permits issued in the name of the enterprise – where operational activity requires them;
- Documents confirming the right to use production premises (ownership documents; lease/loan-for-use agreements) – for applicants carrying out production activities;
- Technical design/execution project for business plans involving energy efficiency actions and installations for the use of alternative energy sources;
- Terms of reference for business plans involving the development of complex software applications.

The implementation period of the Partnership Agreement is 01.01.2026 – 30.09.2026.
The project “Strong Businesses and Communities for Moldova” (SBC) – “Enhancing the energy resilience of SMEs in the Republic of Moldova”, implemented by GIZ and ODA and financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Government of Switzerland, provides for the implementation of activities through two interdependent components:
Component I
Provision of technical support for 40 companies – implemented by GIZ, this component includes conducting energy audits for 40 pre-selected companies to improve energy efficiency and adopt renewable energy sources.

Component II
Financial support for energy resilience for approximately 24 companies – implemented by ODA, this component provides grants of up to 1.500.000 MDL, subject to a 50% co-financing requirement.
Under the open call launched by ODA, only companies that previously benefited from Component I are eligible to apply.
- The non-reimbursable financial support granted to a beneficiary may not exceed 50% of the value of the submitted business plan, with a maximum ceiling of 1,500,000 MDL per beneficiary.
- Participation of beneficiaries from previous support programs implemented by ODA, as stipulated under the Instrument, is allowed only until reaching the maximum eligible ceiling of 3,000,000 MDL.
- The share and maximum ceiling of financial support are applied uniformly, without differentiation based on SME classification or the special status of the founder (young person or woman).
- The implementation period of the business plan is set, on average, at up to 6 months, without exceeding the total duration of the Agreement, with the possibility of extension based on a justified written request submitted by the beneficiary, within the limits set by the Agreement.
- The non-reimbursable financial support is granted post-investment, after submission of the full set of supporting documents confirming the full implementation of the investment in accordance with the financing agreement.
- The procurement of goods, works, and services is considered eligible only if initiated after the signing of the financing agreement.
- The procurement procedure for all categories of expenses included in the business plan, including its documentation, shall be carried out in accordance with the rules, standardized templates, and procedural requirements established by GIZ, available at:
https://www.giz.de/en/partner/funding/downloads#grant-agreement-with-non-german-recipients - Investments proposed in the business plan must comply with the provisions of Development Objective C – technological modernization and energy efficiency under the “CREȘTEM IMM” Instrument, except for those indicated in sub-point 4, namely: “Acquisition of high-value agricultural production systems in protected environments, which may include support structures, transparent covering, and auxiliary equipment for microclimate control, irrigation, ventilation, shading or heating (greenhouses, polytunnels, tunnels, etc.). These production systems must be intended for horticultural production, including vegetables, fruits, shrubs, melons, root crops, flowers, and other horticultural crops.”
