announce competition for the function of Head, Risk Assessment and Analysis Section of the Credit Guarantee Fund

IPODA is tasked with implementing the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, according to the strategies and programmes approved by the Government.

1. Name and legal seat of ODA: Public institution The Organisation for the Development of Entrepreneurship, mun. Chișinau, str. Albișoara, 38, MD 2005.
2. Basic purpose and tasks as per the job description:
Purpose of the function: Ensure that the risks of the guarantee activity are managed.
Core tasks of the function:
— Ensuring the management of the Section;
— Drafting, adjusting and submitting proposals for the improvement of draft legal acts on the field of activity of the supervised section;
— Monitor and approve risk analysis and assessment activities in the area of activity, appropriate planning and reporting to relevant bodies;
— Ongoing monitoring of the collateral pool and early risk identification;
Communication and cooperation with partner financial entities, within the limits of their assigned competences;
— The management of the risk register;
— To ensure managerial internal control.
3. Type of employment
Indefinite period.
4. Conditions of application:
— Studies: higher education in economics;
— Work experience: at least 5 years of professional experience in the field, managerial experience is an asset;
— Know Romanian;
— Know English level B1 (B2 constitutes an advantage);
— Good knowledge of Microsoft Office;
— A sound knowledge of financial, operational and compliance risk management, preferably within financial institutions, guarantee funds, banks or credit institutions;
— In the course of the activity in previous jobs, it has not infringed the provisions of Article 7(2) of Law No 325/2013 on the assessment of institutional integrity, except when the person first falls within the labour force;
— Is not deprived of the court of the right to occupy certain functions or to exercise a particular activity in those functions and activities.

— Analytical and synthesis capacity;
Ability to work as a team;
— Inter-human networking capacity;
— Resistance to repetitive tasks and adapt to changing work tasks;
— Planning and organising working time and timeliness;
— The capacity to produce analytical notes, risk reports, forecasts;
— Excellent communication, negotiation and belief skills.
6. Institution’s employment regime:
40 hours/week.
Monday to Friday from 08:00 to 17:00, mass break: 12.00-13.00.

— Copy of the labour meat (where applicable) and certificate(s) of work in the previous establishment, indicating the speciality, qualification, function, duration of the work;
— Self-declaration of failure to comply with Article 7(2) of Law No 325/2013 on the assessment of institutional integrity during the period of activity in previous jobs, except in cases where the person falls within the labour force for the first time.
