announce competition for the function of Head, Accounting Section and Financial Reporting
IPODA is tasked with implementing the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, according to the strategies and programmes approved by the Government.
1. Name and legal seat of ODA: Public institution The Organisation for the Development of Entrepreneurship, mun. Chișinau, str. Albișoara, 38, MD 2005.
2. Name of position for which the competition is organised: Head, Accounting Section and Financial Reporting;
3. Basic purpose and tasks as per the job description:
Purpose of the function: Organising, ensuring and managing the financial activity of the institution in accordance with the legal provisions in force.
Basic tasks according to the job description:
— Ensure that the financial and accounting activity of the organisation is carried out effectively in accordance with the legal provisions in force;
— Supervise the management of financial means in accordance with the procurement plan and approved internal acts;
— Monitors the calculation and payment of salary entitlements, allowances, bonuses, sick leave, delegation expenses, etc in accordance with the legal framework;
— Arranges for the preparation of financial statements, statistical, fiscal reports and reports to the relevant Ministry and other institutions;
— Draws up the draft budget, draws up the annual budget and monitors its implementation;
— Participate in preparing the financial statements and reports in line with the requirements of management, senior body and relevant institutions;
— Manage the financial field in projects implemented by the Institution;
— Ensure the management of the Section and contribute to the performance of managerial internal control.
4. Conditions of application:
— Studies: higher than a licence or equivalent in the economic, financial field.
— Minimum 3-year work experience in accounting, at least 1 year by management.
— Know Romanian;
— Knowledge of English at B2 level;
— In the course of the activity in previous jobs, it has not infringed the provisions of Article 7(2) of Law No 325/2013 on the assessment of institutional integrity, except when the person first falls within the labour force;
— Is not deprived of the court of the right to occupy certain functions or to exercise a particular activity in those functions and activities.
Knowledge required:
In the specific field of activity:
— Economic legislation in force;
— National accounting standards and International Financial Reporting Standards;
Legislation in the field of tax activity;
— Programme-specific provisions implemented by ODA.
In the digital field:
Microsoft Office package – advanced user.
