The Public Institution publishes the Organisation for the Development of Entrepreneurship (hereinafter ODA) announces competition for the function of
senior Specialist in the Implementation Unit of the SME Renovation and Energy Efficiency Programme and the Programme to support Digital Innovations and Start-technologies
IPODA is tasked with implementing the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, according to the strategies and programmes approved by the Government.
1. Name and legal seat of ODA: Public institution The Organisation for the Development of Entrepreneurship, mun. Chișinau, str. Albișoara, 38, MD 2005.
2. Basic purpose and tasks as per the job description:
Purpose of the function: The achievement of the institution’s objectives for the implementation of the State programme.
Basic tasks according to the job description:
— Strategic development and planning of programme activities;
— Coordination and oversight of the Programme;
— Manage interactions with key actors and institutions involved;
— To participate in the drafting of the operational handbook on the implementation of the state programme and other legislative acts by the subdivision;
— Receipt and verification of files accepted for financing;
— To assess and review the confirmatory documents on the realisation of investments;
— The performance of tasks related to the activity of the subdivision;
— Monitoring, evaluation and reporting.
3. Type of employment: fixed period.
4. Conditions of application:
— Tertiary licensing studies in the fields of: economic, technical, legal, international relations;
— Minimum 2 years working experience in the field;
— Know Romanian;
— Know English level B2;
— In the course of the activity in previous jobs, it has not infringed the provisions of Article 7(2) of Law No 325/2013 on the assessment of institutional integrity, except when the person first falls within the labour force;
— Is not deprived of the court of the right to occupy certain functions or to exercise a particular activity in those functions and activities.
5. Skills and skills needed:
— Skills to use methods: PMI (MPP, PMBOK), PRINCE2, (SAFE, less).
— Skills to use tools: MS Project, Smartsheet, etc
— Skills to understand the legal framework and administrative processes relevant to innovation.
Ability to interpret an enterprise’s phenomena and processes economically, or understand production processes, resource optimisation and energy efficiency;
— Analytical and synthesis capacity;
— Excellent communication, negotiation and belief skills;
Ability to work as a team;
— Inter-human networking capacity;
— Ability to take decisions and assume responsibilities;
— Resistance to repetitive tasks and adapt to changing work tasks;
— Planning and organising working time and timeliness;
— Tracking and achieving the purpose;
— Emotional equilibrium
— Other requirements: fairness, honesty, impartiality, responsibility, punctuality, initiative spirit, result orientation and development.
6. Institution’s employment regime:
40 hours/week.
Monday to Friday from 08:00 to 17:00, mass break: 12.00-13.00.

— Copy of the labour meat (where applicable) and certificate(s) of work in the previous establishment, indicating the speciality, qualification, function, duration of the work;
— Self-declaration of failure to comply with Article 7(2) of Law No 325/2013 on the assessment of institutional integrity during the period of activity in previous jobs, except in cases where the person falls within the labour force for the first time.
