The Public Institution announces the Organisation for the Development of Entrepreneurship (hereafter ODA)
competition for the function of senior specialist in the Analysis and Reporting Section

IPODA is tasked with implementing the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, according to the strategies and programmes approved by the Government.

1. Name and legal seat of ODA: Public institution The Organisation for the Development of Entrepreneurship, mun. Chișinau, str. Albișoara, 38, MD 2005.
2. Basic purpose and tasks as per the job description:
Purpose of the function: Ensuring the strategic planning process by coordinating analysis, monitoring, evaluation and reporting activities related to the institution’s work and participating in the process of accession of the Republic of Moldova to the European Union, in the field of activity of the organisation.
Basic tasks:
Strategic and institutional planning
— Participate in the preparation, review and update of ODA strategic and planning documents (e.g.: Strategic Plan, Action Plan, etc.).
— Participate in monitoring the degree of implementation of institutional and sectoral plans and strategies, proposing adjustment measures where appropriate.
Analysis and reporting
— Collect, process and interpret relevant data on ODA activity and developments in the field of entrepreneurship.
— Contribute to the preparation of institutional activity reports, progress reports, as well as internal analytical notes/external recipients (Government, donors, partners).
— Use analytical tools to inform policy decisions and proposals.
European integration
— Participate in the preparation of contributions and regular progress reports in the framework of the EU accession process, in collaboration with other relevant institutions.
— Coordinates or supports the process of collecting and systematising information for the relevant negotiating chapters (e.g.: business and industrial policy, SMEs, internal market, etc.).
— Ensure communication and exchange of information with internal and external focal points on the accession process.

Indefinite period
4. Conditions of application:
— Studies: Higher bachelor’s or equivalent studies in the fields of economy, public administration, international relations or related fields.
— Work experience: at least 2 years of professional experience in the field.
— Relevant experience in public policy-making, institutional reporting or European integration.
— Know Romanian;
— Know English level B1 (B2 constitutes an advantage);
— Excellent analytical, synthesis and drafting skills;
— In the course of the activity in previous jobs, it has not infringed the provisions of Article 7(2) of Law No 325/2013 on the assessment of institutional integrity, except when the person first falls within the labour force;
— Is not deprived of the court of the right to occupy certain functions or to exercise a particular activity in those functions and activities.

Ability to interpret an enterprise’s phenomena and processes economically, or understand production processes, resource optimisation and energy efficiency;
— Analytical and synthesis capacity;
Ability to work as a team;
— Inter-human networking capacity;
— Resistance to repetitive tasks and adapt to changing work tasks;
— Planning and organising working time and timeliness;
— Excellent communication, negotiation and belief skills.
— Microsoft Office package – advanced user (using digital tools and monitoring and reporting platforms ex.: Advanced Excel, PowerPoint, Government Reporting Platforms).
6. Institution’s employment regime:
40 hours/week.
Monday to Friday from 08:00 to 17:00, mass break: 12.00-13.00.
