2 026 marks a new phase of national strategic transition: from a predominantly grant-based model to a modern and diversified economic development architecture combining non-repayable financial support instruments with other financing mechanisms aligned with European practices, geared towards capital multiplication and competitiveness.

While the amount of grant funding has an adjustment – MDL 313.8 million in 2026 compared to MDL 346.4 million in 2025 – the amount of support per enterprise has been increased depending on its category (micro, small or medium). Grants remain an important pillar, but are no longer the dominant instrument. The strategic focus shifts to sustainable financial instruments capable of generating increased investment impact.

In 2026, the Government through ODA is channelling approximately MDL 1 billion 45 million into modern financial instruments, an exponential increase from approximately MDL 117 million in 2025, structured as follows:

1. New guarantee products – MDL 300 million

With the new guarantee products, ODA reduces one of the biggest barriers for entrepreneurs, the lack of sufficient guarantees, and turns viable ideas into real investments. Entrepreneurs will be able to access credit on better terms to export, agricultural modernisation or development through the issuance of corporate bonds.

The State takes a significant share of the risk and the SME gains access to capital for growth.

2. FACEM Funding Products – MDL 450 million

Through interest compensation and preferential lending, the cost of financing decreases and remains predictable for entrepreneurs, and lending to SMEs increases. Entrepreneurs will be able to invest more, faster and at lower interest rates.

These instruments not only support investment but accelerate the development of sustainable businesses through broader and more predictable access to capital.

3. Fund of Funds – MDL 60 million

The Fund of Funds opens for the first time real access to equity financing for SMEs and start-ups with high potential. Entrepreneurs will no longer be solely dependent on bank loans, but will be able to attract capital for scaling, innovation and internationalisation.

It is a strategic step towards the development of a modern capital market in the Republic of Moldova.

4. Business infrastructure – MDL 204 million

Investment in business infrastructure, including industrial parks and incubatorsstrengthens regional economic development and reduces territorial disparities. Entrepreneurs in the regions will benefit from modern infrastructure for production and logistics, as well as support through incubators offering spaces, mentoring and business development services.

This intervention creates real conditions for business to grow locally and attract productive investment across the country.

5. Other non-repayable support – MDL 31 million

In addition to the core financial instruments, ODA continues to support entrepreneurs through complementary forms of non-repayable support with a direct impact on competitiveness.

Funding dual education contribute to the training of the workforce adapted to the real needs of the business environment, reducing skills shortages at regional level.

Subsidising participation in fairs and exhibitions facilitates the promotion of domestic products, expansion into foreign markets and integration into value chains.

At the same time, strengthening consultancy services and, in particular, enlargement training programmes it provides entrepreneurs with concrete opportunities to develop managerial and technical skills, supporting them in strategic planning, digitalisation of processes and sustainable business growth.

In 2026, ODA strengthens support for SMEs by building a modern integrated financing system, based on combining non-repayable financial resources with new financial instruments, which stimulates investment in the real economy and aligning Moldova with European economic development practices.

2026 is the year when support for SMEs becomes more strategic, efficient and geared towards investment, growth and European integration.
