4 March 2025, Chisinau — The organisation for the development of entrepreneurship, in collaboration with the Ministry of Economic Development and Digitalisation, announces the launch of the Programme to increase the competitiveness of local producers and integration in value chains.

Through this programme, approximately 1300 companies will be able to access financial support of up to RON 2 million for implementing engineering and IT solutions, applying international standards, carrying out laboratory tests and obtaining the necessary certifications. The programme also includes contracting marketing advisory services, intellectual property protection measures, acquisition of licences and participation in B2B events.

The education component of the programme will support entrepreneurs through training sessions in areas such as management, strategic planning, marketing, digitalisation, quality management, logistics and finance.

At the programme launch event Dumitru Alaiba, Vice-President and Minister for Economic Development and Digitalisation, said:
“Today, we have taken another concrete step to support local producers. We launched a programme that provides entrepreneurs with those necessary tools for faster development. Whether we talk about investments in modern machinery, access to advice or strategies for scaling up in European markets. Our call for it is simple and frank: take advantage of this opportunity and apply! The government remains a reliable partner ready to support you at every stage.”

E.S. Margret Uebber, Extraordinary Ambasador and plenipotentiary, the German Ambassady in the Republic of Moldova highlighted Germany’s support for the economic development of the Republic of Moldova, focusing on the importance of SMEs and their integration into external markets.

“The German government supports the development of the private sector in the Republic of Moldova, recognising the role of SMEs as a driver for growth and innovation. This programme is an important step towards building local capacities, facilitating the integration of Moldovan companies into international value chains. Through our support we contribute to a more competitive, sustainable and resilient economy capable of generating jobs and opportunities for entrepreneurs and workers alike.”

Inguna Dobraja, the World Bank Group’s Country Director in Moldova, highlighted the continued support provided by the institution it represents: “This programme is part of our support to the Government of the Republic of Moldova with the objective of increasing the formal employment and competitiveness of SMEs. By facilitating access to external markets and reducing regulatory burden, we will continue to contribute to the sustainable development of the Moldovan economy.”

In turn, Vadim Codreanu, Director ODA, explained the concrete benefits for entrepreneurs: “For co-financing they will be able to apply export-oriented companies or those that are already part of international value chains. ODA aims to support SMEs through grants for the procurement of business development services and modern equipment, covering 80 % of the value of business development services and 50 % for the purchase of equipment. Each company will be able to access up to lei 2 million.”

Sergiu Guzun, Panilino manager, but also the host of the event, stressed the importance of ODA support and its impact on the development of its business:

“From a small family gate to a competitive business on the domestic and international market – this is our journey. Previous ODA support has helped us upgrade equipment, digitalise processes and make our brand more visible. For any entrepreneur, access to the right resources can differentiate between stagnation and development. We invest in quality, innovation and enlargement to take the true Panilino gustrate closer to our customers wherever they are.”
The programme is implemented by the Organisation for the Development of Entrepreneurship and the World Bank’s Blueprint to Implementation, with the support of the Government of the Republic of Moldova, the World Bank Group and the technical assistance provided by the “Severe Business and Commons for Moldova” project, financed by the Governments of Germany and Switzerland, implemented by GIZ Moldova.

The implementation of the measures under this programme has an estimated budget of 115.5 million lei, covered by public funds and the “Competitiveness of Micro, Small and Medium-sized Enterprises” project, carried out with the support of the World Bank Group.
