February 06, 2026, Chisinau — The Organisation for Entrepreneurship Development has produced the sixth edition of the Partners’ Coordination Meeting, an event dedicated to strengthening cooperation with development partners and showcasing the results achieved in support of the small and medium-sized enterprise sector. The meeting brought together representatives of public authorities, international partners, financial institutions and beneficiaries of entrepreneurial programmes, presenting the results of the 2025 ODA and the strategic priorities for the coming period.

At the start of the event, Eugeniu Osmochescu, Deputy Prime Minister and Minister for Economic Development and Digitalisation, stressed the crucial role of partnerships in developing the business environment:

“Strengthening financial instruments and integrating support for SMEs into a unified framework is a decisive step to increase the competitiveness of the national economy and bring it closer to the standards of the European Union. In the context of the commitments undertaken by the Republic of Moldova, in particular through the Growth Plan supported by the European Union, these efforts are taking on an unprecedented strategic scale. This is a support package estimated at around EUR 1.9 billion for the period 2025-2027 to modernise the economy, develop infrastructure and speed up structural reforms.”

The official mentioned that modernising ODA and strengthening its investment role will facilitate access to finance, export support, and the green and digital transition of the economy.

Director of ODA Vadim Codreanu presented the main institutional achievements of 2025:

“2025 marked an important stage of institution-building for ODA. We have integrated the grant instruments into a single framework, with the launch of the SME CHAIR, extended access to funding through the 373 Programme and investment products such as FACEM BGK and FACEM Impact, and developed modern guarantee and financing mechanisms. In parallel, we have advanced the digitalisation of services and internal management and evaluation capabilities. These results have been made possible thanks to the continued support of development partners, whom we express our gratitude for the essential contribution to the development of Moldova’s entrepreneurial ecosystem.”

According to the data submitted, during 2025, 810 investment projects were approved for funding through the Entrepreneurship Development Organisation, for a total amount of RON 346.4 million. This support has generated more than RON 652.83 million of planned investments in the national economy.

Of the total beneficiaries, 534 projects were financed from the state budget, 158 received support from the European Union through the ‘European Union for Small and Medium-sized Enterprises’ project, and 111 projects were supported through the Government-funded programme and the World Bank Group. Seven companies are also supported by the ‘EU4Moldova: Local Communities’ programme, funded by the European Union, the German, Austrian and Polish governments, and implemented by GIZ, ADA and SFPL in Moldova.

ODA also mobilised financial resources for SMEs through guarantees and financial products.

The Cooperation Perspectives session presented the initiatives under implementation and planned, targeting energy efficiency and resilience of SMEs, digital transformation and innovation, development of business support infrastructure, as well as diversification of financing instruments and export support.

The event concluded with a networking session, organised to facilitate new partnerships to develop the Moldovan SME sector.
