on the launch of the selection process for a member in the field of economic and/or financial law of the Finance and Risk Committee of the Public Institution Entrepreneurship Development Organisation

The Public Institution Organisation for the Development of Entrepreneurship (hereafter - ODA) announces the launch of the selection process for a member in the field of economic and/or financial law of the ODA Finance and Risk Committee for the period until 10.11.2026.

Since the mandate of the member in the field of economic and/or financial law of the Funding and Risk Committee has become vacant following the early termination of the membership, the appointment of a new member will take place for the period for which the Funding and Risk Committee has been constituted, i.e. until 10.11.2026 (point 51 of the Statute of the ODA, approved by Annex No. 1 to Government Decision No. 487/2022).

The Funding and Risk Committee of the ODA operates under Section 3, Chapter III of the ODA Statute.

Requirements for applicants:

  • Holds the citizenship of the Republic of Moldova or is a person holding the citizenship of another state or a stateless person residing in the territory of the Republic of Moldova;
  • Has higher legal education (at least bachelor's degree);
  • Knowledge of the Romanian language (written and spoken);
  • Has full legal capacity to exercise his/her profession;
  • No criminal record, not under criminal prosecution, not an accused person and there is no evidence that the person has been responsible for economic crimes, tax evasion and fraud in the last five years;
  • Lack of disqualification from holding certain management and/or economic/financial positions;
  • Has at least three years' experience in the last ten years in the field of economic and/or financial law;
  • Not politically exposed;
  • Is/is not independent in relation to the ODA, its management and/or its founders. By way of exception, the ODA Board may decide to admit to the selection also persons who do not meet the independence requirement, but may only appoint as a member of the Committee one person who does not meet the requirement.

Note: A person who does not have/have not had any current or recent past relationship or ties of any kind with the ODA or its management (Board and Director) that could influence the member's objective and balanced judgment and reduce the member's ability to make independent decisions will be considered independent if he/she meets the following requirements:

  • he/she is not a member of the governing body of the ODA, the funders and has not served in such a capacity in the last five years;
  • is not an employee of the founder, the ODA, the funders and would not have had such an employment relationship in the last five years;
  • does not have and has not had in the last year economic relations with the ODA, either personally or as a shareholder, partner, member of the governing bodies, employee of a legal person which has or has had in the last year such economic relations with the ODA, if by their substantial nature (more than 1% of the value of the equity) the economic transactions are such as to affect its objectivity;
  • is not and has not been in the last two years an auditor of the AOD or a shareholder/partner, employee of the audit entity that audits or has audited the financial statements of the AOD;
  • has not been a member of the Committee for more than two terms;
  • is not affiliated with members of the governing bodies of the ODA. The affiliation relationship is determined in accordance with Article 203(2) of the Civil Code of the Republic of Moldova No 1107/2002.

A politically exposed person is considered to be an individual who holds or has held during the last year important public positions at national level (individuals who hold or have held the positions of head of state, head of government and head of cabinet of ministers, members of governments, deputy ministers, heads of state chancelleries, members of parliament, leading members of political parties, judges of the supreme courts of justice, also members of the courts of auditors and the board of national banks, officers of high and supreme military rank, members of the governing and management bodies of state-owned enterprises, members of royal families, ambassadors and senior staff of diplomatic missions, directors, deputy directors and members of the boards of international organisations) and/or international (natural persons who have held or hold prominent public office according to the law, also members of the management and administrative bodies of state-owned enterprises, municipal enterprises, as well as companies with majority state capital, leading persons of political parties and officers with superior and supreme military ranks), as well as members of the governing bodies of political parties.


When applying for the selection procedure, candidates must submit an application form and a dossier, which must include the following documents:

  • Copy of identity card/residence permit, accompanied by the contact address, contact telephone number and e-mail address to which notifications will be deemed to have been delivered;
  • Copies of diplomas of higher education and, if applicable, doctorate, postdoctorate;
  • Copies of other documents attesting to specialisation or training, if the candidate has such documents;
  • Copy of the document certifying the change of name (if applicable, if the current name does not correspond to the name on the educational documents submitted);
  • Documents or copies thereof certifying the candidate's work experience as required by the relevant requirements;
  • Affidavit that the person is not under criminal prosecution, is not an accused person, has no criminal record, there is no evidence that he/she has been responsible for economic crimes, tax evasion and fraud in the last five years;
  • Affidavit stating that he/she is not barred from holding certain management and/or economic/financial positions;
  • Declaration on their own responsibility that they are not politically exposed;
  • Declaration on their honour that they are or are not an independent person in relation to the ODA, as required for participation in the selection procedure;
  • Curriculum Vitae;
  • Personal motivation letter for becoming a member of the Funding and Risk Committee (up to 1 page, text size 12, Times New Roman font, 1.5 spacing);
  • Own vision on the priority directions for supporting entrepreneurship activity in the Republic of Moldova for the next 4 years (up to 2 pages, text size 12, Times New Roman font, 1.5 spacing).

Note: For the elaboration of their vision, applicants are entitled to request from the ODA information on the total annual budget of the Entrepreneurship Support Fund for the last three years. The information must be submitted within three working days of the request.

Upon request, the applicant shall submit the criminal record attesting no criminal record and the original documents.
